The selected vendor will provide expertise, consultation, and creative services to design and implement an effective outreach campaign. Responsibilities include proposing and executing a strategic plan that outlines the ideal media mix, details the rationale behind channel selections, and forecasts expected outcomes, all while maximizing reach and impact within the allotted budget.

The vendor will also offer consultation on public education efforts to ensure the Helpline reaches a diverse audience. Deliverables include an integrated media plan allocating expenditures across multiple channels to optimize awareness, engagement, and conversion rates; a pre-buy analysis for all advertising purchases; the development of a unified visual aesthetic and brand narrative; a campaign tag line; and a campaign timeline. Additionally, the vendor will manage the placement and purchase of advertising space and time across television, radio, social media, and other relevant platforms.
