Naval Information Warfare Center Pacific (NIWC PAC) is conducting a market survey to gather industry feedback and assess small business capabilities related to software engineering services for the modernization of Command and Control (C2) systems. The focus is on refining the draft Statement of Work (SOW) to ensure requirements are clear, achievable, and well-aligned with the latest industry practices. This engagement aims to address prior challenges in requirements clarity that have impacted similar efforts, with the goal of supporting improved acquisition outcomes for both the warfighter and taxpayer.

The scope of the proposed effort includes the modernization and alignment of Naval Command and Control systems to support Integrated Joint/Coalition Fires for deployment across various operational environments. Targeted sites include afloat and ashore installations such as Carrier Strike Groups (CSG) encompassing CRUDES/DDGs and Carrier Airwing assets, Expeditionary Strike Groups (ESG), Marine Corps NMESIS, Army HIMARS, Air Force assets, Coalition Forces, Tactical Fleet Command Centers (TFCC), Operational Command Posts (OCP), and Maritime Operations Centers (MOC). The modernization will leverage advanced Machine Learning/Artificial Intelligence (ML/AI) techniques with the intent to enhance technology maturity and readiness, improving warfighter decision-making and information gathering capabilities.

Responses are being sought primarily from SEAPORT contract holders possessing relevant small business capabilities under NAICS code 541330 (Engineering Services). Industry input on the SOW is considered critical to finalizing clear, actionable requirements.
