Features should include listening and reading activities, critical-thinking and memory-building exercises, as well as the ability for users to download lessons for offline use.

The contractor is responsible for creating and hosting a dedicated digital platform tailored for county use, ensuring equitable access, robust licensing, software updates, cybersecurity, and data ownership compliance. Technical support must be available for all products, covering initial setup, troubleshooting, repairs, and general onboarding guidance. A customer service representative should be assigned for support with training, marketing efforts, updates, and any related inquiries. Access must be supported on both library-issued devices with unique user accounts and personal devices used by Authorized Users.
