DESCRIPTION

The West Virginia Department of Health Facilities is soliciting proposals for a qualified operator to manage and operate the Mildred Mitchell-Bateman Hospital, a 110-bed acute care psychiatric facility in Huntington, and the William R. Sharpe, Jr. Hospital, a 200-bed acute care inpatient psychiatric facility in Weston. The selected vendor will assume responsibility for day-to-day operations, including executive leadership, clinical oversight, nursing administration, ancillary services, facility operations, quality management, security coordination, environmental services, and administrative support. The initial contract term is five years, with the possibility of renewal.

KEY REQUIREMENTS

Must commit to maintain full accreditation by the Joint Commission and West Virginia psychiatric hospital licensure
Must provide active treatment programming available seven days per week
Must comply with the Agency's no-decline admissions policy
Hospital Administrator must have a minimum of five years of management experience in a psychiatric or behavioral health setting at an executive level
Clinical Director must have a valid West Virginia medical license and a minimum of five years of professional experience in psychiatric service delivery
Director of Nursing must be a Licensed Registered Nurse in West Virginia with a master's degree and a minimum of two years of managerial nursing experience
Security Director must have at least three years of supervisory or managerial experience in a correctional or secure forensic mental health facility
Facility Manager must have a bachelor's degree and a minimum of five years of facilities management experience
Must maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence
Must maintain Automobile Liability Insurance of at least $1,000,000 per occurrence
Must maintain Professional/Malpractice/Errors and Omission Insurance of at least $1,000,000 per occurrence
Must attend the mandatory virtual pre-bid meeting
