Pennsylvania is seeking a qualified vendor to modernize disaster recovery (DR) and business continuity for its mission-critical IBM Z mainframe environment. This environment is essential to agency operations, supporting core functions such as finance, payroll, and procurement.

The selected vendor will establish a fully operational physical disaster recovery capability within the greater Philadelphia tri-state area. Responsibilities include sourcing and deploying a like-for-like secondary IBM Z mainframe platform that can restore operations from existing Luminex virtual tape backups. The vendor must assess the current mainframe environment, covering aspects such as processing capacity, configuration, memory, storage, and backup architecture.

The project also involves identifying and evaluating commercial data centers, colocation providers, or managed disaster recovery facilities suitable for hosting the secondary platform. The vendor will ensure that business recovery requirements are fully aligned and embedded into the disaster recovery design, architecture, testing strategy, and operating model to support ongoing business continuity.
