The Colorado Lottery is seeking a qualified vendor to deliver a comprehensive digital lottery solution. The required iLottery platform must support e-Instant game content from multiple providers, giving the Lottery the flexibility to choose content partners at its discretion. The selected vendor will be responsible for providing e-Instant games, as well as subcontracting and managing third-party game providers with a focus on robust oversight and quality assurance.

The digital platform must ensure that all its core capabilities—including bonuses, free games, promotional tools, cross-platform deployment (covering app, web, and mobile web), player account management (PAM) integration, access to game history, and other player-facing features—are seamlessly available for third-party content, matching the experience available for native games. Additional requirements include native applications for iOS and Android devices with support for tablets and iPads, and compliance with current and specified browser types, versions, and plug-in controls as directed by the Lottery. This initiative aims to create a versatile, secure, and engaging digital lottery experience for players across multiple platforms.
