The State of Texas is seeking a vendor to develop a comprehensive Long Range Supply Plan aimed at ensuring sustainable resource availability for decades to come. The selected vendor will be responsible for designing a detailed project schedule, including progress meetings, milestones, and a robust communication plan. Key tasks include integrating demographic trends, land use scenarios, conservation potential, and technological advances into the supply planning process.

Stakeholder engagement is a central aspect of the project and will involve orchestrating workshops, public meetings, online engagement through a website and social media, and coordinating with regional partners. The vendor will develop both a decision-support framework to prioritize supply options and address uncertainties, as well as a system simulation model that evaluates water demand and supply alternatives under various hydrologic and climate variability scenarios.

Additionally, the project requires the creation of a Water Conservation Strategic Plan with specific implementation schedules and conservation goals projected out five and ten years. The vendor will be expected to evaluate the impacts of climate change on different sectors, produce decadal demand projections for 50- and 100-year horizons, and comprehensively document historical and current water use by customer class and pressure plane. Regular project updates and leadership of progress meetings are also required throughout the contract term.
