The U.S. Army Corps of Engineers, Pittsburgh District, is seeking qualified vendors to provide pesticide application services at locks and dams. The primary objective is to eliminate vegetation in designated areas to maintain operational integrity and safety. Contractors will be responsible for supplying all necessary management, labor, equipment, and materials to perform pesticide applications, in accordance with detailed contract specifications.

A critical performance standard requires that the selected contractor achieve and maintain a 95% kill rate of target vegetation, with a pre-emergent component included to prevent regrowth through at least September 30 of the application year. Application of pesticides must occur between May 15 and June 15, and scheduling for each location will be subject to approval by the Contracting Officer's Representative (COR).

Due to the proximity of all locations to aquatic environments, only Environmental Protection Agency (EPA) approved pesticides for use near waterways—such as aquatic formulations of glyphosate or imazapyr—will be permitted. Contractors are required to submit an Annual Pesticide Control Plan for review and written approval prior to use, and all products must be used in strict accordance with manufacturer labels. Mixing or storing pesticides on government property is not allowed, and a spray pattern indicator must be utilized during all applications.
