Connecticut is seeking a vendor to provide a comprehensive loan and portfolio management platform designed to streamline the administration of bonds and loans. The desired platform will support the management of issued bonds and loans, associated documents, workflows, and covenant monitoring. Key features should include a portfolio dashboard for active tracking and maintenance of both current holdings and new transactions, as well as tools for managing borrowers, working groups, ticklers, and financial covenants at both transaction and borrower levels.
The solution must enable users to design workflows, monitor requirements—including past due obligations—track waivers, and manage related documentation efficiently. A secure client portal is required, allowing external organizations to view covenant requirements linked to their transactions and upload requested documents safely. Robust reporting capabilities are essential, offering summaries of portfolio and covenant compliance.
The platform must be adaptable for potential future integrations, such as bond/loan proceeds monitoring, accounting report generation, debt service invoicing, and creation of journal entries for accounting system uploads. Security requirements include secure cloud or dedicated hosting, strong identity and access management with role-based controls, comprehensive audit logging, regular vulnerability assessments, and a formalized incident response plan. Encrypted backups, disaster recovery support, and data export capability are also mandatory.
