A vendor is sought to provide a web-based licensing software solution for accurate processing, timely renewals, fee collection, reporting, and compliance tracking. The platform must feature a mobile-friendly interface for accessibility by both public users and staff, and support operations through all major web browsers. Integration with Single Sign-On (SSO) authentication using industry-standard protocols such as SAML, OAuth, and OpenID Connect is required.
The software should offer comprehensive capabilities including online application and renewal submission, secure payment processing with multiple payment types (Credit, Debit, ACH), flexible payment system integration, license and permit issuance and tracking, and automated notifications. Additionally, it must provide compliance monitoring and reporting at both the county and commonwealth levels, administrative dashboards, records management with data migration from legacy systems, and customizable reporting tools for stakeholders.
Questions regarding the RFP must be submitted by March 20, 2026, and the selected vendor will deliver services over a five-year contract period.
Best-fit vendors:
• Experience developing web-based licensing and permitting software
• Expertise in secure payment processing integrations
• Familiarity with SSO protocols and industry compliance
• Proven history with government or public sector clients
• Capability for mobile-friendly UI design and scalable reporting tools
