(1) Vendor needs to provide licensing and regulatory platform.– Provide modernized and comprehensive licensing, case management, and regulatory solution.– Design, develop, and implement a robust, integrated database and application management system that streamlines licensing, compliance monitoring, regulatory enforcement, and administrative operations. The system must be a secure solution that enhances efficiency, complies with regulatory requirements and laws, as well as Commission standards, and provides role–based access to Commission staff, applicants, licensees, and members of the public. The system shall provide seamless integration for all user portals ensuring efficiency, transparency, and scalability. The proposed solution shall include modular components to support regulatory and enforcement functions; be hosted in a government cloud environment; ensure efficiency through automation, workflow management, and analytics; and ensure data security and compliance with applicable gaming laws and regulations. Licensing and regulatory platform, including software licenses, professional services related to software development, implementation/configuration, user training and ongoing support, software maintenance, ongoing and additional software enhancements, and other related deliverables and services.
