The selected vendor will be responsible for designing, developing, and implementing an integrated database and application management system that streamlines licensing processes, compliance monitoring, regulatory enforcement, and administrative operations.

This modernized solution must feature role-based access for Commission staff, applicants, licensees, and the public, ensuring security and operational transparency. The platform should be constructed using modular components to support various regulatory and enforcement functions and be hosted within a government cloud environment to guarantee scalability and data security. Automation, workflow management, and advanced analytics are required to maximize efficiency and ensure compliance with all applicable laws and Commission standards.

Deliverables include software licenses, professional services related to software development, implementation, configuration, user training, ongoing support, software maintenance, additional enhancements, and other associated services. Key features include the ability for Commission staff to manually create, maintain, and submit applications for applicants, as well as configure license renewal processes with associated fee collection. The solution must incorporate an integrated Document Management System (DMS) for secure document storage, organization, indexing, and retrieval, along with customizable reports and dashboard configurations to facilitate comprehensive data analysis and reporting.
