The selected vendor will provide a modern, reliable license plate–based parking system designed to support commuter and municipal parking operations. This system must integrate critical functionalities such as permits management, daily parking, enforcement, ticketing, payments, reporting, and administrative controls, ensuring ease of implementation and operational practicality.

All parking enforcement activities will utilize license plate numbers for identification and management. Existing permit and daily lot designations will remain unchanged at this stage, with no current plans to switch the types of parking lots. Permit requirements will remain in effect for designated lots before 9:00 a.m., Monday through Friday, and permit holders using daily pay lots are still required to pay daily rates. The system should provide robust support for these operational procedures while streamlining administrative tasks for the municipality.

Best-fit vendors:

• Experience implementing license plate recognition parking systems

• Proven track record with municipal or large commuter parking operations

• Capability to integrate permitting, enforcement, payments, and reporting

• Strong understanding of U.S. parking regulations

• Ability to provide local support or remote assistance in Connecticut
