The vendor is required to provide services for the publication of legal notices. The publication must be a newspaper of general circulation, ensuring substantial, geographically widespread, and demographically diversified reach to bona fide paying subscribers. This includes individuals who have subscribed at non-nominal rates through various channels such as mail, dealers, carriers, street vendors, and counter sellers. Free circulation, sales at token or nominal subscription rates, and bulk sales not intended for individual resale are excluded.

The publication must originate from a known office of publication, which serves as the principal public business office, although it does not necessarily need to be the location of printing presses. The newspaper should be composed of printed sheets, with printing not including processes like stencil, mimeograph, or hectograph. Content must include current news, intelligence on broad public interest, announcements and notices, editorial opinions on a regular or irregular basis, as well as advertising and miscellaneous reading material.
