(1) Vendor needs to provide a lease and subscription tracking management cloud–based SaaS system solution that will enable the agency Finance Department to achieve accurate, centralized, and real–time visibility into all debt, lease, and subscription obligations, ensuring compliance with agency standards and reducing audit preparation time by at least 50%. • Technical Requirements– Comprehensive Accounting Support: • Must support both government–wide and fund–based accounting and reporting. • Must accommodate both lessee and lessor roles. • Must support governmental and business–type fund classifications. – Lease and Subscription Calculations: • Must calculate right–of–use assets and lease liabilities for lessee accounting. • Must calculate lease receivables and deferred inflows for lessor accounting. – Audit Trail: • Must maintain a detailed audit trail that tracks user activity and changes made within the system. – Amortization Capabilities: • Must generate amortization schedules. • Must handle complex payment scenarios including: – Variable payment schedules – Free rent periods – Lease incentives – Journal Entry Reporting: • Must generate journal entries in Excel format for all lease lifecycle events, including: – Commencement – Interim periods. System Must Support: – All major browsers, specifically Microsoft Edge, Google Chrome, Fire Fox, Safari and Opera. – Mobile devices running Apple IOS and Google Android with a mobile App available in the respective app store. – Windows and Mac desktop operating systems.
