A vendor is sought to provide research, analysis, business case development, and strategic planning services to prepare an agency for the implementation of a future Learning Management System (LMS). The scope of work includes reviewing the current training delivery platforms and tools, conducting an inventory of both required and optional training content, and analyzing workflows related to training administration and reporting. The vendor will also review workforce tracking practices and assess user experiences across different roles, including accessibility and language access conditions.

Further responsibilities include identifying operational, technical, and policy constraints, and analyzing considerations for future integration with existing systems such as the Early Learning Management System, enterprise data warehouses (e.g., Snowflake), and identity and access management systems. The analysis should focus on identifying integration implications and architectural considerations without delving into technical design, data migration, or development. Functional requirements to be analyzed include asynchronous and synchronous learning delivery options, participation reporting, certification and credential tracking, assessments, learning pathways, scalability across the state, and support for both required and optional professional learning. The contract is intended for a one-year period.
