An agency in Ireland is seeking a cloud-based Learning Management System (LMS) to support e-learning initiatives for all agency employees. The LMS must facilitate e-learning in both English and Irish (as Gaeilge), providing tracking capabilities for agency line managers and department heads.

Key features of the desired LMS include robust user management, supporting manual and bulk user creation, HRIS integration, SSO and authentication (such as Azure AD), and the ability to organize users by groups, departments, and divisions. The platform should also enable user-specific course tracking, allowing managers to view assigned, completed, and pending courses.

Course management capabilities should encompass the creation and administration of courses—either manually or via templates—with support for multiple delivery methods (synchronous and asynchronous). The platform must be compatible with common e-learning standards such as SCORM, xAPI (Tin Can), and AICC, and should allow for embedding various learning materials, course cloning, and managing multiple instances of the same learning event.

Additional requirements include comprehensive assessment and certification functionality (quizzes, flexible attempt controls, scoring targets), a content repository with version control and metadata tagging, and extensive reporting capabilities. Reports should be downloadable in formats like CSV and Excel and allow filtering by date, course, and status. The contract will span a three-year period.
