An agency in Ireland is seeking a cloud-based Learning Management System (LMS) to support e-learning initiatives for all agency employees. The LMS must facilitate e-learning in both English and Irish (as Gaeilge), providing tracking capabilities for agency line managers and department heads.

Key features of the desired LMS include robust user management, supporting manual and bulk user creation, HRIS integration, SSO and authentication (such as Azure AD), and the ability to organize users by groups, departments, and divisions.
