(1) Vendor needs to provide learning management system.– This system will be cloud based and used by all agency employees for e–learning and will support tracking by agency line managers and department heads– The LMS should support e–learning in English and as Gaeilge• User Management– User creation (manual, bulk upload, integration with HRIS)– Email address to be used as unique identifier– User groups, departments and divisions– Single Sign–On (SSO) and authentication (e.g. Azure AD)– User Overview – see the courses assigned to a particular user, including those completed and those not yet completed.• Course Management– Create and manage courses (manual or via templates)– Various course modalities (synchronous and asynchronous)– Support for SCORM, xAPI (Tin Can), AICC– Embed PDFs, videos, links, etc.– Course cloning/duplication– Multiple instances of the same learning event/activity (date, location, time, etc)• Assessment & Certification– Quizzes (MCQ, short answer, drag and drop, etc.)– Flexible assessment settings, ie number of attempts, retakes, review– Provides the ability to enter a scoring target• Content & Repository (LOR)– Reusable learning objects (videos, modules, docs)– Tagging and metadata– Version control• Tracking & Reporting– Downloadable reports (CSV, Excel)– Filter by date, course, status, etc.– Allows for all data elements and learning objects to be available for reporting(2) All the questions must be submitted no later than November 14, 2025.(3) The contract period will be for three years.
