The agency is seeking a qualified software contractor to provide a cloud-based learning management system and learning experience platform (LMS/LXP). The solution is intended to support self-registration and tracking for instructor-led training, online learning, informal learning, and social learning, while also supporting career growth, compliance tracking, and workforce development.
The requested solution is a contractor-hosted Software as a Service (SaaS) platform with 100% web-based, 24/7 accessibility and no additional software installation required for users or administrators. The contractor will be responsible for delivering and maintaining a secure cloud-based system, including implementation, configuration, data migration, integration, testing, training, go-live support, an online content library, and ongoing support.
The system must provide accurate real-time data, seamless system integration, strong access controls, and consistent performance for all users. The contractor is also expected to maintain secure cloud storage practices, backup and contingency planning, proactive monitoring, incident response, root-cause analysis, and a minimum monthly uptime of 99.5%, excluding approved scheduled maintenance.
The contract term will be one year. Questions are due by May 18, 2026.
