A vendor is sought to provide a comprehensive learning management system that utilizes a subscription structure with tier-based internal user licensing and scalable external user licensing models. The solution must support volume-based scalability for large inactive user populations, ensure a minimum external user capacity, and offer annual recurring subscription options within a secure hosted environment featuring managed SSL certification.

The system should allow external user license activation based on course completion or login activity and offer a 12-month rolling access period per external user. Automated tracking and reconciliation of usage, along with monthly billing capabilities, are required. The client will be responsible for portal administration, configuration, responding promptly during implementation, content provisioning in supported formats, integrating technical resources for SSO, and participating in testing and validation.

Support will include a dedicated implementation project manager, an account management contact for licensing, integration support specialists, a 24/7 technical support team, billing support, a change request management process, and established inactivity procedures. The platform must also support historical LMS data migration, Salesforce and HRIS connectors, RESTful API integration, scheduled data import/export, and custom portal branding design.
