The State of Delaware is seeking a qualified vendor to provide professional services for the implementation and support of a centralized SaaS platform dedicated to Lead Service Line Inventory (LSLI) management. The primary objectives include implementing a secure system for access, management, and reporting of service line data across all public water systems in Delaware. The platform must consolidate various data submissions into a single, authoritative source, and support long-term compliance with the EPA Lead and Copper Rule Revisions (LCRR).
The selected vendor will be responsible for organizing and managing the project through five defined lifecycle phases. These include the planning phase (project schedules, change management, continuity of operations, data conversion strategies, and architectural documentation), configuration and customization (SaaS deployment, GIS and SSO integration, data conversion, training and test planning, and deployment preparation), and testing and deployment (delivering testing, training, and user guides). Continuing support is required via help desk operations, incident management, and ongoing system maintenance to ensure secure data handling and operational continuity. The project concludes with a transition-out phase in which the finalized data element dictionary and a copy of the database are delivered in an agreed-upon format.
The platform and associated processes must align with all state requirements regarding cloud services, data rights, HIPAA/BAA compliance, and security standards. This initiative is essential for maintaining public health and regulatory compliance across Delaware’s water systems.
