A government authority in California seeks qualified vendors to provide comprehensive landfill engineering services. The scope includes management and oversight in accordance with relevant regulatory orders, permits, and programs such as the Solid Waste Facility Permit, WDR No. R3–2024–0036 for Closed Landfill Facilities in the Central Coast Region, and the Monitoring and Reporting Program (MRP).

Services will involve monitoring the performance of existing remediation systems, including well networks, cap and drainage systems, gas collection and flare systems, and groundwater extraction and treatment systems, as well as any additional systems required for post-closure activities. The vendor will be responsible for coordinating with county project management, leading regular meetings with agency staff, and overseeing Operations, Monitoring & Maintenance (OM&M) contractors. Regulatory and technical guidance will be provided as needed, including direct engagement with regulatory agencies.

Additionally, the selected vendor will perform engineering design services aimed at implementing long-term cost reduction strategies for post-closure and corrective action plans, as well as preparing for subsequent management of post-closure landfill activities.
