(1) Vendor needs to provide landfill engineering services to the government authority located in CA.– Performing broad functions of management in accordance with various regulatory orders, programs, plans, operating permits, and other requirements that apply to the landfill and when revised or superseded, including, but not limited to, the following:– Solid Waste Facility Permit – WDR No. R3–2024–0036 for Closed Landfill Facilities in the Central Coast Region – Monitoring and Reporting Program (MRP)– General Permit for Limited–Threat Discharges No. R3–2022–0035• Monitoring performance of existing remediation systems, which includes the monitoring well network, cap and drainage system, gas collection and flare system, groundwater extraction and treatment system, and any other system appurtenant to post closure activities at the Landfill• County project management coordination including regular meetings with agency staff• Operations, Monitoring & Maintenance (OM&M) contractor coordination including regular meetings to provide oversight for OM&M services• Providing regulatory and technical guidance, including engagement with regulatory agencies as needed• Performing engineering design services for long–term cost reduction implementation of the post closure and corrective action plan and planning for subsequent management of the post closure activities.
