The desired platform should enable the creation of unlimited custom application forms without programming knowledge, supporting conditional logic and a full range of standard form elements. The solution must offer a modern, responsive user interface optimized for desktop, mobile, and tablet use, and include a mobile-responsive public website for project viewing.

Key features should include interactive mapping for project locations, secure file upload supporting common file types (PDF, Word, images), and document versioning with revision tracking. The workflow should be configurable to match municipal processes, support automatic routing based on application type, and include visibility and data management settings to control user access and data input during project reviews. The system should also facilitate multiple applications within a project, offer one-click access to prior approvals, and provide seamless agenda management and document generation using templates with dynamic data population.

The vendor will also be responsible for delivering training sessions to various entities involved in the land-use review process. The contract period for this engagement is three years.
