The State of Connecticut is seeking a vendor to implement a comprehensive land records management system. The selected solution must provide land record indexing, in-house scanning (including electronic recordings), and a fraud alert program for residents. The system must be capable of automatically linking scanned images to the corresponding recorded documents and enable remote internet access for users to view land records.
Additional requirements include the ability to audit and process payments for copies printed remotely, produce printable indices of land records and reports (from daily to yearly), and offer microfilming services for land records and maps with appropriate storage options. The system should also feature a cash management component, robust backup and restoration capabilities, and support the conversion of existing data and images dating back to approximately 1973.
Ongoing needs encompass regular software updates, 24/7 support services, and comprehensive staff training on all equipment and programs. Vendors are expected to outline their proposed transition plan and timeline for system implementation, as well as detail internet connection requirements. The contract for these services will span a five-year period.
