The selected solution should cover key content areas, including civics and government, economics and personal finance, geography and human–environment interaction, history and inquiry practices, and media literacy including current events. The curriculum must incorporate instruction on social studies disciplinary methods and inquiry-based skills for at least a portion of K–12 students.

Content and instruction should be aligned to the C3 framework, demonstrating a strong evidentiary basis. Additionally, the solution must offer resources that support differentiated instruction to effectively address the diverse learning needs of students. The initial contract will be for one year.
