This solution must support universal screening, diagnostic assessments, progress monitoring, and both formative/interim and summative assessments across all K–12 grade levels. The assessments should be valid, reliable, and instructionally useful, with clear technical documentation including evidence of reliability and validity, relevant norms or benchmarks, guidance for score interpretation, and recommended decision rules.

The system must offer accessible administration with features that accommodate diverse learners, including multilingual students and those with disabilities. It should include usability features, equitable measurement practices, and ensure secure assessment administration. Timely, actionable reporting is essential, enabling educators to identify skill deficits, create instructional groups, plan interventions, and monitor student progress effectively.

The selected solution should facilitate efficient workflows for administration and scoring, including rostering, scheduling, test security, and support for both online and offline modalities when applicable. Integration with existing district systems—such as Student Information Systems (SIS) and Learning Management Systems (LMS)—is required to ensure secure data exchange, seamless rostering, and robust reporting capabilities. The anticipated contract period is one year.
