Juvenile Justice Re-entry Program Services

A government authority in Martinez, California is seeking a vendor to provide juvenile justice re-entry program services for justice-involved youth, with an emphasis on priority population needs. The selected provider will support youth transitioning from custody or remaining out of custody through individualized planning, coordinated services, and direct case management designed to improve long-term outcomes.

Scope of work includes re-entry planning and service coordination in collaboration with the Deputy Probation Officer, including development of individualized case plans responsive to each youth's needs. Services may address health and dental care, educational navigation, secondary education preparation, identification or driver's license assistance, benefits navigation, housing support, job search assistance, and soft skills training. The provider will also deliver case management by identifying youth needs, strengths, barriers, and goals, and by supporting school enrollment, educational advocacy, college preparedness, vocational training, and related guidance where appropriate.

Additional responsibilities include providing life skills and general support services that promote independent living, tangible skill development, and pro-social engagement. The contractor will also be expected to perform administrative and project management duties such as data collection and analysis, report submission, budget preparation, resource management, timely invoicing, staffing recruitment and retention, and participation in case conferencing and partner or provider coordination meetings required by the department.

A mandatory pre-bid meeting is scheduled for August 14, 2026, and questions must be submitted no later than August 28, 2026.
