Vendor needs to provide joint litter and plastic pollution reduction campaign services. Promote behavioral change by encouraging residents and visitors to adopt more sustainable behaviors, particularly reducing littering and the use of single–use plastics. Increase public awareness and engagement by educating the public about the environmental and community impacts of plastic pollution and litter and foster a sense of shared responsibility. Create a sustainable, transferable campaign by developing a campaign brand, messaging framework, and outreach tools that can be sustained and adapted by city and county staff beyond the contract period. Develop a sustainable, flexible campaign brand including logo, visual identity, and messaging framework. Deliver all creative assets in multiple formats (e.g., .ai, .png, .jpg, .pdf) for future in–house use. Create templates for flyers, social media, presentations, and other outreach materials. Develop inclusive, culturally relevant, and multilingual messaging strategies that are ADA–compliant. Conduct research on existing local and national messaging to inform campaign tone and content. Social media campaigns (organic and paid), radio spots (paid and public service), digital and print advertisements, public signage and placemaking installations, stakeholder engagement events and presentations, toolkits for community partners and organizations, pop–up events, volunteer clean–up days, and school partnerships. Propose a framework for tracking campaign performance and behavior change outcomes. Recommend tools or platforms (e.g., Litterati) for community engagement and data collection. Develop toolkits and engagement strategies for partners to amplify campaign messaging. Provide all creative assets and templates, messaging guide and brand manual, outreach and engagement playbook, and partner activation toolkit. A pre–bid meeting will be held on March 4, 2026.
