The Department of War is seeking to acquire a commercially available, AI-enhanced enterprise task management platform—known as the Joint Enterprise Task Management System (JETMS)—to streamline and automate correspondence and task workflows. This platform is intended to serve both the Office of the Secretary of War's Correspondence and Task Management System (CATMS) and the Army's Enterprise Task Management Software Solution (ETMS2). The goal is to implement a mature, scalable, and secure solution that measurably reduces administrative burden and accelerates decision-making at the enterprise level.
Current processes are fragmented across legacy systems, email, and manual trackers, leading to operational inefficiencies, manual data entry, and a lack of real-time visibility into workloads and task statuses. These challenges hinder the Department’s ability to operate efficiently in today’s complex, multi-domain environment. The desired solution should provide a robust workflow management system for routing and monitoring tasks across the Department, integrating intelligent automation through AI/ML for the intake, classification, drafting, and routing of tasks and correspondence, as well as automated response generation. The approach should significantly reduce man-hours per task.
Additional attributes sought include a modern, intuitive user experience compatible with both desktop and mobile devices, seamless integration with existing Department of War systems (such as Microsoft 365 and Identity, Credential, and Access Management solutions), and adherence to enterprise-grade security and scalability standards. The solution must support a multi-tenant cloud architecture able to accommodate over 150,000 daily active users and offer a clear path to rapid Authority to Operate (ATO). Data ownership and portability are critical; the government will retain unlimited rights to all data and workflow configurations, and the system must ensure a non-proprietary method for data export.
