The issuing organization is seeking a vendor to provide a job profiling and workplace skills assessment system to support the JOBS program, adult education, and case management services in Indiana. The required solution must include a job profiling tool or process capable of identifying the skill requirements and proficiency levels needed to perform successfully in specific occupations.
The assessment component will be used to evaluate the workplace skills of a diverse population, including employed, unemployed, and underemployed individuals with varying education levels and abilities. Assessment results will be used to identify skill gaps and training needs, determine educational functioning levels for adult education, support case management and hiring decisions, promote economic development, and help develop training solutions aligned with profiling results.
The system should also include preparation and remediation resources for foundational skills such as language and reading literacy, mathematics, basic career skills, and self-management or soft skills. Certificates and credentials generated through the system must document the skills and proficiency levels measured by the assessments. The anticipated contract term is five years, with a pre-bid meeting scheduled for May 27, 2026, and questions due by May 28, 2026.
