A service provider is sought to develop a comprehensive framework for job creation pathways in food value chains, with a focus on benefiting women, youth, and marginalized populations in Switzerland and globally.

The scope of work includes a thorough analysis of both formal and informal employment dynamics within food value chains, the identification of relevant indicators and metrics to assess job creation, and support for internal decision-making as well as external engagement with donors and partners. The framework will map out various job creation mechanisms such as productivity gains, market expansion, enterprise growth, technology adoption, and impacts of policy or regulatory changes, including analysis of available evidence on their cost-effectiveness.

The selected vendor will identify pathways to create new jobs and recognize other forms of livelihood improvement, such as increased incomes or productivity, even in the absence of formal job creation. Additionally, the framework will outline intervention levels—ranging from individual to market system and enabling environment—and provide guidance on how different intervention types can influence both the quantity and quality of jobs created. Special attention will be given to design considerations that maximize the positive impact on youth, women, and marginalized groups.
