The City of Bell, California is seeking a qualified vendor to provide investment advisory services for the full-time, non-discretionary management of the city’s investment portfolio. The selected advisor will assist in developing and implementing investment strategies and policies, ensuring the preservation of principal while optimizing portfolio performance and quality within the city's established guidelines and cash flow requirements.
Key responsibilities include coordinating investment trades, security delivery, and fund availability, as well as assisting with trade settlement, conducting market research, and performing yield curve analysis. Due diligence on brokers and financial institutions, along with ongoing monitoring of creditworthiness, are required. The advisor will report regularly on portfolio activity, earnings, and adopt GAAP and GASB true-value accounting methods.
The advisor will also act as a resource for city staff, providing guidance, advice, and training related to portfolio management and city policies. Objective, third-party advice to the Finance Director is expected, supporting well-informed decision-making for the city’s operating portfolio. Risk control consultations and the provision of monthly statements on investment activities and portfolio value are also part of the scope. The contract will run for one year.
