The vendor will be responsible for providing internet and telephone voting systems with robust features for secure and efficient election processes. Requirements include voter verification prior to submission, confirmation of completion, and comprehensive logging and verification of votes cast. The system must enable voters to review their choices, confirm submissions, and allow under-voting and confirmation functionalities.

Additional features include compliance with voter record management, support centers for both staff and electors during the voting period, and management and updating of voter lists. Integration with third-party providers (such as Datafix) is required for exporting voter lists and vote data. The system must facilitate international access for eligible out-of-province voters, ensure secure PIN creation, distribution and destruction, and support anonymous, configurable PIN-based voting.

Technical requirements cover flexibility in internet and telephone voting methods, multilingual access, and enhanced security features—such as prevention of automated voting, session timeout management, fraud and manipulation prevention, and validation processes for election data post-retention period. The contract is for a one-year period.
