Customs and Border Protection (CBP) seeks to acquire, develop, and implement an Internal Control Program Management System, which may be either a Commercial Off–The–Shelf (COTS) or tailored solution. The objective is to automate the currently manual process of managing and testing large volumes of control data across more than 90 Microsoft Excel workbooks with approximately 165 tabs. The new tool will centralize OMB Circular A–123 control data, support the submission of deliverables to Department of Homeland Security (DHS) Risk Management and Assurance (RM&A), manage the deficiency management process, and provide robust management reporting capabilities.

Presently, CBP’s Audit Oversight and Internal Controls Division utilizes Microsoft products such as Excel, Power BI, and PowerApps for these tasks. The solution should address integration with these products, offer options for data import/export via defined templates, and enable customizable management reporting and dashboarding. Additional requirements include support for various phases of the internal control program (walkthrough, test planning, deficiency management, and reporting), customizable in-application help, version control and document retention, user role management, and integration capabilities with SAP ECC, SAP S4/HANA, SAP Business Warehouse, and SAP GRC Process Control.

Vendors are requested to describe their pricing model, licensing requirements, hosting options (including FEDRAMP certification if cloud-based), technical requirements, maintenance needs, user interface options, integration with AI models available to federal users, and the training, documentation, and support provided for CBP implementation and support staff.
