FinCEN intends to award a sole source contract to Elliptic, Inc. for blockchain investigation software to enhance cryptocurrency transaction analysis.
Fiscal Service Procurement, on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to make award to Elliptic, Inc., 1732 1st Ave #23346, New York, NY, 10128 on a sole source basis, for Elliptic Investigator Software (hereafter Elliptic Software). Elliptic Investigator Software is required because it provides several distinct advantages that supplement existing blockchain analytic tools utilized by FinCEN to perform investigations. Elliptic Investigator Software provides the advantage of identifying additional cryptocurrency transactions that may otherwise go unidentified. Elliptic products were universally identified by leading investigative software experts as having the most comprehensive, timely data and superior analytic support necessary for conducting investigations and learning about illicit threats. FinCEN has observed how the unique data Elliptic provides has been utilized to accurately identify cryptocurrency transactions that other methods/tools missed. Procurement of Elliptic will allow FinCEN to seamlessly consume from and share information with their stakeholders. Responses to this request must be submitted no later than 12:00 pm ET on November 28, 2025 and must be submitted electronically to [email? redacted], with the subject line of “Attn: JHS/JRM SS–FIN–26–011“. Responses must include sufficient evidence that clearly shows the vendor can provide the software, and service associated hours that meet all the requirements FinCEN needs. If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, or is not received by the deadline, FinCEN, shall make award on a sole source basis to Elliptic, Inc.
