The Great Plains Area (GPA) Indian Health Service (IHS) Division of Acquisition Management hereby submits a Intent Notice to award a Sole Source, Firm Fixed Price, Non–Personal, Commercial Service Purchase Order for an Areawide License Renewal, Software Support, and Connectivity Agreement for the Laboratory Information System (Instrument Manager) located within various GPA IHS hospitals and clinics.1. Authority: FAR 6.302–1 Only one responsible source and no other supplies or services will satisfy agency requirements. 41 U.S.C. 3304 (a)(1).2. Reason for Sole Source: The middleware that facilitates communications between the laboratory analyzers and the Resource and Patient Management System (RPMS)/Electronic Health Record (EHR) medical software and this contract will provide the licenses necessary to use the software.3.
