DESCRIPTION

The Southeastern Pennsylvania Transportation Authority (SEPTA) is conducting market research to modernize its Intelligent Transport System (ITS) for the Market-Frankford Line (L) and the Broad Street Line (B). The goal is to enable passenger-facing real-time service information, including vehicle locations, arrival/departure predictions, and service disruption alerts. The scope is organized into three solution layers: Vehicle Tracking (Train Location), Dispatching & Service Management, and a Passenger Information System. Respondents may address one or more layers. The project requires solutions built on open data standards (GTFS-Static and GTFS-Realtime) that ensure long-term interoperability.

KEY REQUIREMENTS

  • Must be a qualified firm with relevant transit references, preferably for underground high frequency metro service with substantial tunnel mileage.
  • Must support SEPTA's safety-first culture and meet existing and emerging standards including ADA and WCAG.
  • Must support GTFS-Static and GTFS-Realtime standards for rider-facing information.
  • Must provide secure, well-documented APIs for integration with existing and future platforms.
  • All data generated by the solution must remain fully accessible and portable within SEPTA’s broader technology ecosystem.
