Vendor needs to provide integrated traffic management and enforcement system. Strategic Case: Establishes the rationale for action and demonstrates alignment with national strategies and policy objectives. Economic Case: Assesses the available options and identifies the solution that delivers the greatest overall public value, including social, economic, and environmental impacts. Commercial Case: Evaluates the commercial viability of the preferred option and demonstrates that it can be delivered through a robust, competitive, and well–structured procurement process. Financial Case: Confirms affordability by outlining projected costs, funding requirements, and long–term financial implications. Management Case: Demonstrates that the proposed programme can be successfully delivered, monitored, operated, and evaluated through appropriate governance, risk management, and implementation arrangement. Indicative quantities, locations, or device types referenced in earlier planning documents are to be treated as non–binding and shall not constrain the conceptual design or procurement approach. All questions must be submitted no later than February 19, 2026.
