DESCRIPTION

The County of California is seeking a vendor to provide an integrated library system (ILS) and related services to support the full implementation and ongoing operations of their library infrastructure. This includes all necessary services for a comprehensive deployment such as data conversion from the current SirsiDynix Horizon ILS, workflow setup, training for both end users and system administrators, and extended support following implementation. Vendors are expected to ensure data encryption and adhere to established industry security standards for all sensitive information at rest, in transit, and in use.

The solution must include comprehensive, fully indexed, and searchable documentation maintained and updated with each major release for both system administrators and end users. The system should offer high availability, operating 24/7/365, except during pre-scheduled and publicly announced maintenance windows. The vendor is required to facilitate a seamless migration from the existing system, including accurate data mapping and conversion practices.

To ensure accessibility, all web content and mobile applications created or modified by the contractor must comply with Level A and Level AA (or higher, if available) of the Web Content Accessibility Guidelines (WCAG) version 2018 or later. The platform must provide a mobile-responsive user interface with consistent functionality and user experience across major web browsers and devices. The anticipated contract period is five years.
