The agency seeks a vendor to provide a managed inmate telephone system designed for a correctional facility with an average daily inmate population of approximately 540 and a rated capacity of 573 beds. The selected provider must supply all required equipment, handle installation and ongoing maintenance, deliver secure and reliable network services, and offer comprehensive customer support. The system should support all inmate housing units, visitation areas, and related facilities, adhering strictly to state, federal, and local privacy and monitoring regulations.
The solution must include a secure, web-based interface for authorized staff to manage, playback, and retain call data. Key features include recording and monitoring of calls, prevention of unauthorized activities such as three-way calling and call forwarding, and robust reporting functionalities. The vendor must offer 24/7 technical support and system monitoring, provide all equipment and connectivity at no cost to the agency, and accommodate various payment options such as collect, prepaid collect, debit, or inmate account-based calling. The solution should allow for local, state, interstate, and international calls, comply with rate caps and fee disclosure rules, and provide monthly call detail reports and facility fee remittances as appropriate.
All questions regarding this RFP must be submitted by March 12, 2026. The resulting contract will have a three-year duration.
