The vendor is required to provide inmate telephone services with a focus on security and operational control. The service must offer one-way, outgoing calls only on a collect-only, station-to-station basis, prohibiting any direct dialed calls of other types. The system must include cut-off control switches accessible to facility officials to manage telephone service availability. Each inmate must be assigned a personal identification number (PIN), and the system should enable restrictions for calls based on specific inmate and called party combinations, permitting special handling for privileged communications such as attorney calls.

Additionally, the system must allow limitations on call duration both by PIN and by individual telephone numbers. Real-time detection of attempts to initiate 3-way or conference calls after the initial connection is required, regardless of the called party's location. Centralized reporting capabilities with immediate, real-time report generation must be provided. The solution must also offer the ability to block designated numbers and support debit/prepaid accounts for individuals who wish to prepay for inmate calls. The initial contract will have a term of one year.
