(1) Vendor needs to provide inmate biometrics monitoring system. The system’s purpose is to be a supplemental tool that assists staff, not a replacement for human oversight. By providing objective, real–time data, technology would help staff respond more quickly and effectively to medical emergencies, particularly for inmates with severe needs, substance withdrawal, or those at risk of self–harm. Features include: tamper–proof design with a built–in tamper alert that immediately notifies staff if an inmate tries to remove or manipulate it; water and moisture resistant design to not affect the reading and monitoring of the inmate; impact resistant with sensors to notify staff; a long–lasting battery to reduce the need for frequent charging; and a Microsoft Windows or web–based full monitoring and analytics suite to monitor and report vital signs and activity. (2) All the questions must be submitted no later than February 23, 2026. (3) The contract period will be for three years.
