The Defense Threat Reduction Agency (DTRA) is requesting industry feedback on two draft documents: the Draft Commercial Solutions Opening (CSO) Framework, a new procurement vehicle designed to acquire innovative commercial items, technologies, and services, and the Draft DSMS Call, which focuses on the modernization of the Defense Stockpile Management System (DSMS). This Request for Information (RFI) aims to allow industry stakeholders to review and comment on both the CSO framework and the DSMS modernization call before their official release.
The DTRA encourages input from a broad range of organizations, including traditional and non-traditional defense contractors as well as small businesses. Feedback received will help refine the draft documents to ensure clarity, effectiveness, and competitive fairness in the procurement process. This RFI is strictly for market research and planning; it does not represent a solicitation or commitment to award a contract. All participation and submissions are voluntary and at the respondent’s own discretion.
Best-fit vendors:
• Experience with defense procurement or stockpile management systems
• Ability to provide innovative commercial solutions for government modernization efforts
• Familiarity with CSO frameworks and feedback-driven procurement processes
• Interest from both established defense contractors and small businesses
