The U.S. Army Corps of Engineers, New England District, is inviting construction contractors to an Industry Day on April 29, 2026, at the VA Connecticut Healthcare System (VACHS) West Haven campus. This event seeks to inform interested parties about the major construction project for Chilled Water Replacement and Site Utility Improvements (Phase A2), with an anticipated contract award in Fiscal Year 2027.

The project includes demolition of the existing chilled water plant and construction of a new multi-story chilled water facility, as well as site-wide utility upgrades. These upgrades involve the installation of new chillers, cooling towers, pumps, mechanical and electrical equipment, construction of a new fuel tank farm, and replacement and upgrade of fire protection and domestic water mains. Additional work involves the installation of utility loops (chilled water, steam, condensate return, domestic and fire water supplies), a redundant electrical feeder, coordination with local utilities for offsite redundancy, and construction of new water storage tanks.

This is a Design-Bid-Build Best Value Trade-Off procurement, with an estimated construction value between $40,000,000 and $115,000,000. The solicitation is expected to be released around August 2026, while this notice currently serves as a save-the-date for potential bidders.

Best-fit vendors:

• Large construction firms with experience in federal projects over $40 million

• Proven track record with utility infrastructure upgrades and chilled water systems

• Experience in hospital and healthcare facility construction

• Existing relationships with the U.S. Army Corps of Engineers or VA projects

• Ability to coordinate closely with medical operations and multiple stakeholders
