(1) Vendor needs to provide independent property assessment service to the government authority located in Wilmington, DE. – Agency is seeking professional appraisal and assessment consulting services to conduct an independent validation of the most recent countywide property reassessment performed. – Develop and submit a comprehensive project plan – Review of available assessment records, computer assisted mass appraisal (CAMA) data, geographic information system (GIS) layers, sales validation reports, and prior ratio study documentation. – Residential Field Inspection – Develop a methodology for commercial valuations; the methodology(s) chosen present alternatives to the agency’s established assessment approach. – Public Outreach and Presentation: Develop presentation materials suitable for elected officials, public meetings, and the agency’s website • Statistical Analysis and Reporting – Perform full ratio studies for both residential and commercial samples, measuring: – Coefficient of Dispersion (COD) – Price–Related Bias (PRB) – Any additional IAAO recommended metrics (2) All the questions must be submitted no later than February 6, 2026.
