DESCRIPTION


A government authority in Napa, California seeks a qualified vendor to provide independent medical examination services for in-custody deaths under a one-year contract. Services will include reviewing death-scene documentation, law enforcement reports, photographs, videos, laboratory results, and other available records. Decedents will be transferred to the County Sheriff-Coroner’s facility under a secured chain of custody.

The selected provider will conduct and document complete external examinations, photograph injuries and other physical findings, and perform complete forensic autopsies in accordance with established professional standards. The provider will collect and submit appropriate biological samples for toxicological, histological, and other specialized analyses, and will order, coordinate, and interpret toxicology testing as needed.

For each case, the forensic pathologist will independently determine and certify the circumstances, manner, and cause of death. A complete written autopsy report must be prepared, including case and decedent information, available history and circumstances, external and internal examination findings, toxicology results, photographic documentation, and the pathologist’s independent opinions.
