This project calls for a vendor to conduct a comprehensive, evidence-based, and community-driven assessment to determine the effectiveness of local municipal recreation programs, services, spaces, and decision-making processes in meeting residents' needs in Alberta. The initiative emphasizes special consideration for individuals living with visible and invisible disabilities, along with their intersecting identities.

The assessment aims to provide the municipality with actionable recommendations to foster a fully inclusive, accessible, and equitable recreation system, thereby enhancing community wellbeing and quality of life. Tasks include reviewing current recreation offerings, infrastructure, policies, and digital platforms; cataloging inclusive and accessible assets across urban, rural, and Indigenous communities; and identifying barriers—physical, social, cultural, financial, systemic, and seasonal—to participation in recreation activities.

Additionally, the evaluation will analyze current partnerships, organizational capacity, and structures, while collaborating closely with the municipality to gather community-led insights. Engagement methods will prioritize lived experiences through co-design, advisory panels, and culturally safe community input. The contract period will be for one year.
