The State of New York is seeking a vendor to provide a modern, statewide Incident Management System. The solution must facilitate the creation, management, and tracking of incidents of varying complexity and support comprehensive incident management throughout the entire lifecycle, including planned events, active response, demobilization, recovery, and after-action phases. The system should be capable of tracking and logging multiple concurrent incidents in real time, aggregating data across jurisdictions, maintaining detailed incident records, and providing awareness of incident status, severity, and operational impacts.

The platform should feature secure, scalable, and authoritative system of record capabilities, with configurable user roles, permissions, and robust audit logging of all user activities.
