The State of Maryland is seeking a vendor to provide comprehensive implementation support for its 2026–2030 Strategic Plan. The selected firm will play a critical role in supporting the structured coordination, progress tracking, and governance of all workstreams involved in the strategic plan.

Key responsibilities include establishing robust project management mechanisms to oversee and coordinate the initial year of implementation. The vendor will be tasked with creating governance structures, reporting processes, and performance management systems that facilitate the monitoring and evaluation of up to seven or more distinct workstreams. Additional duties involve defining milestones and key performance indicators (KPIs), systematically tracking progress, and managing key documents and deliverables with strong version control practices as materials are refined for different audiences.

Furthermore, the engagement will focus on building internal organizational project management capabilities to ensure long-term sustainability and effective strategic plan execution after the engagement concludes. The successful vendor will be expected to deliver a clear engagement process that includes defined deliverables, milestones, reporting cadence, and final end-products.
