The system must enable the creation of hierarchical structures to establish associations between geographical levels, organizations, facilities, providers, and users within the jurisdiction.

Key system functionalities include robust user account management, such as adding, editing, inactivating accounts, validating identities and permissions, enabling administrators to onboard users, and facilitating the tracking of new user registrations. The system must uphold precise role-definition and permission controls to manage access to functions, activities, or tasks.

Additionally, the Immunization Information System should automatically decrement vaccine inventories as doses are reported administered, support simultaneous viewing of potential duplicate patient records, and offer advanced reporting tools for immunization coverage assessments at both provider and geographic levels.
