The Naval Facilities Engineering Systems Command, Mid-Atlantic is conducting market research to identify qualified small business contractors capable of performing under an Indefinite Delivery Indefinite Quantity (IDIQ) Regional Construction Maintenance contract. The scope of work includes general site activities such as asphalt paving, paving-related services, minor utility work, and minor concrete maintenance repairs. Services are required for Naval Station Newport, Rhode Island, the Naval Undersea Warfare Center, NAVFAC PWD New London, and nearby locations.

Contractors will be responsible for all labor, materials, equipment, supplies, and supervision for tasks including excavation, backfill, pavement material removal, pavement reclamation, saw cutting, resetting or rehabilitating catch basins and manholes, curb work, soil disposal (including arsenic and clean soil), and installation of materials such as fill, gravel, bituminous pavement, curbing, seeding, concrete sidewalks, pavement markings, chain link fencing, and various utility structures. Additionally, asbestos abatement may be required. Rapid response services for utility repairs at Naval Station Public Works may also be requested.

This contract is anticipated to have a five-year term (one base year with four option years) and the estimated construction magnitude is between $25,000,000 and $100,000,000. Only eligible small businesses—including SDVOSB, HUBZone, 8(a), and women-owned small businesses—are encouraged to respond. Large business submittals will not be considered at this stage. The Government seeks to determine the potential for set-aside procurement based on market feedback.
