The New York State boards of elections are seeking a vendor to provide a comprehensive identity and access management (IAM) solution. The chosen platform will serve both the central agency and 58 local boards of elections, delivering rigorous privileged identity controls along with secure access management features.
Key requirements include multi-factor authentication meeting Authenticator Assurance Level 3 (AAL3), standards-based single sign-on (SSO) capabilities such as SAML, OpenID, and OAuth, as well as behavior-based analytics and alerting. The solution must also provide a privileged access management platform with password rotation, just-in-time provisioning, monitoring, auditing, and remote third-party vendor access provisioning. Integration with Microsoft Active Directory/Entra and support for SaaS applications are required. Additional features include the ability to record actions during privileged access sessions and support for third-party multi-factor authenticators.
